Virginia governor creates an AI task force and moves to restrain data centers

Virginia Governor Abigail Spanberger has issued an executive order banning nondisclosure agreements for data center projects, requiring noise regulations, and reviewing backup-generation operations. The order establishes an AI task force to evaluate risks like workforce displacement and data privacy, and to apply existing laws to AI harms. Additionally, a new "Data Center Accountability Framework" aims to eliminate by-right approvals, remove subsidies, and set environmental safeguards. This state-level action reflects a trend as federal progress on AI and data center policies has been slow, with other states like California, New York, and Texas taking similar steps. Environmental groups have praised the approach but note it does not address existing data centers.
