ChatGPT becomes first AI chatbot to face tougher EU rules

ChatGPT has been designated a “very large” digital platform by the European Commission, making it the first AI chatbot to fall under the stricter obligations of the Digital Services Act (DSA). The classification, which also applies to Reddit and Roblox, means the services must assess and mitigate systemic risks related to illegal content, harms to minors, user wellbeing, fundamental rights, electoral processes and public security within four months. EU technology chief Henna Virkkunen said the move raises the standard of scrutiny and accountability for platforms with more than 45 million monthly active users in the bloc. The decision sets a precedent for how generative AI systems will be regulated under both the DSA and the upcoming AI Act, while the EU continues to enforce its broader crackdown on major digital platforms, imposing fines on companies such as TikTok and X.
