Trump expressed concerns that the draft's language, which included requirements for companies to share models with the government up to 90 days prior to launch, might stifle American innovation and competitiveness against China. While Trump cited policy concerns, reports suggest scheduling issues regarding the attendance of key tech CEOs also contributed to the delay. The proposed order was intended to address security vulnerabilities associated with powerful models like Anthropic’s Mythos and OpenAI’s GPT-5.5 Cyber.
